Background of 2012 China Deepwater Drilling Rigs Manufacturing Summit

The operation of CNOOC 981 in the South China Sea made a quantum leap forward on the development of China off¬shore engineering equipment. Based on the increasing demand for crude oil and China’s strategic plan, off¬shore engineering equipment will be vigorously developed in the comingyears.

According to the medium-and long-term o¬ffshore engineering development plan released this year, China is going to invest 250 to 300 billionRMB on the off¬shore engineering equipment during the 12th five-year plan (2011-2015). In CNOOC’s long-term planning, by the year 2015, more than 30 oil fields will be explored, which means more than 50 drilling rigs (semi-submersible drilling platforms and drillships accounting for 70%), and alarge amount of off¬shore support vessels will be needed.

It is predicted that in 2015, Chinese mineral development equipment sales revenue will reach200 billion RMB, accounting for 20% of the international market share. However, compared with developed countries in Europe and North America,China is still in the third tier of the industry with the self-supply rate of corollary equipment lower than 30%. China has stepped up e¬fforts to explore and materialize off¬shore resources.

The CNOOC981 oil rig is only part of a 300 billion RMB (US$2.3bn) project toramp up the deep sea exploration fleet. Following the giant rigs, more oil exploitation facilities will be put to use.
